Uttar Pradesh, a leading industrial powerhouse in India, is strategically poised to become a global hub for pharmaceutical innovation, research, and manufacturing. The Uttar Pradesh Pharmaceuticals Policy 2024 leverages the state’s robust industrial foundation, skilled workforce, and advanced infrastructure to attract investments, drive innovation, and ensure sustainable growth in the pharmaceutical industry.
The “Make in Uttar Pradesh” initiative aims to establish the state as a premier destination for pharmaceutical investments by promoting eco-friendly manufacturing and cutting-edge research. The policy emphasizes building a strong ecosystem that supports pharmaceutical clusters, R&D facilities, and high-tech manufacturing units, solidifying Uttar Pradesh’s position as a global leader in the pharmaceutical sector.
By 2030, Make in Uttar Pradesh envisions transforming the state into India’s top destination for pharmaceutical investments, with the following ambitious goals:
Advancing pharmaceutical R&D and innovation by fostering collaborations among academic institutions, research centers, and industry leaders to accelerate drug discovery, clinical research, and biosimilar development.
The Uttar Pradesh Pharmaceuticals Policy 2024 defines a clear vision with strategic objectives to establish Uttar Pradesh as a global powerhouse in the pharmaceutical industry:
Creating Employment and Skill Development Opportunities: The policy aims to generate 2 lakh jobs in the pharmaceutical sector by investing in skill development and capacity-building programs. Special focus will be given to empowering women, youth, and rural communities through targeted training and incentives.
Uttar Pradesh will establish over 15 pharmaceutical parks and clusters in key industrial hubs like Varanasi, Lucknow, and Nagpur. These parks will feature state-of-the-art infrastructure, including dedicated power feeders, round-the-clock electricity, and advanced water supply systems. Companies setting up operations in these clusters will benefit from grants covering 50% of infrastructure costs, up to a maximum of ₹10 crores per park or cluster.
The policy promotes sustainable manufacturing by offering financial incentives for implementing zero-effluent discharge technologies and common effluent treatment plants (CETP). Uttar Pradesh will provide up to ₹2 crores or 50% of the project cost, helping pharmaceutical manufacturers meet environmental standards and minimize their carbon footprint.
Uttar Pradesh will establish dedicated R&D hubs to drive innovation in pharmaceuticals, focusing on the development of new drugs, biosimilars, vaccines, and clinical research. These hubs will foster collaboration among academic institutions, research laboratories, and pharmaceutical companies, advancing cutting-edge discoveries and positioning Uttar Pradesh as a global leader in pharmaceutical innovation.
Uttar Pradesh will create export promotion zones to boost pharmaceutical exports, providing financial incentives for manufacturers to participate in international trade fairs and global exhibitions. These zones will also offer advanced logistics infrastructure, including cold chain storage and expedited export processing, reducing barriers and facilitating smoother access to international markets.
The policy highlights the critical role of skill development in the pharmaceutical sector by offering training programs in advanced manufacturing, quality control, and biotechnology. The government will set up pharmaceutical training institutes and provide employment cost subsidies for companies hiring local talent, with a particular focus on women and rural youth. The aim is to generate 2 lakh direct and indirect jobs across the state, fostering a skilled workforce for the industry.
